I still find it so weird ASB pulling that much streams outside of Spotify&Apple music but anyway.

Monthly listeners are just the amount of people that have listened to a specific artist over a 28 day window. It's a largely useless metric, and more so when the listeners keep increasing and haven't stabilized yet after a new release. 

 

The #17 ranking is based on the filtered streams that she received which means she was the #17 most streamed artist globally yesterday. Streams fluctuate daily, so do the Top Artist chart positions.

No one from her generation and before is seeing this type of song/single success. Not even Taylor, Taylor has the huge hype and album streams from her mega fanbase but she doesnt even have a song being a hit similarly to DWaS. Even Fortnight is a frontloaded mess.
