Interscope probably wants to move it forward, but Gaga also has contractual obligations for Joker and it might prevent her from promoting other projects during a certain period of time.

I think is more likely that DWAS was an agreement with the label to release a big radio single so they would let her release LG7 all at once

but i think interscope has the right by contract on how to plan the roll out and the selection of singles. of course, they are civil and will listen to her ideias and plans, but they have the final say, for what i can remember. 

My theory: We shall get album preorder in a week or two and its droping without a lead single beforehand. She will drop the album plus video for a single on the first day

I'm not yet ready to move on from DWAS  but if it means we get new music, then go 

 

however, it would not be I don't think she would be surprise dropping on August 30th, most especially if she's aiming for critical success/Grammy love. it is already very crowded this year.
