Touring in LatAm is actually very complicated lol. And very expensive. If she does LatAm, I'd expect a decent-size leg. 

I guess they expect to bring in big $$$ from Japan so they justified the cost.

How so? They're sending equipment from US to LatAm. It's just like shipping it to Europe.
