It will still count for Hot 100. Yeah, these new BB rules are a mess, and Travis' team always find a way.  

$0.69 for both an album and a single and it counts for both charts.  I get that there are good promotional tactics, and all our faves use them, but come on. Billboard has to step in so things like this stop happening.

billboard is not counting album lower thatn 3.49 in first 4 weeks. after that it can be lowered to 0.99 and will be counted
