When compared to someone like Christina Aguilera the reason is plain and simple Christina was the HBIC of 2003, she also ruled the hot 100 in the year 2000 her peak was so colossal that even with Britney having racist america on her side giving her an edge in the numbers she still has the 2nd biggest debut/peak for a female artist and that within itself is the definition of a main pop girl.
