Madonna is the only one who won a Grammy for a full length album during this decade and the one one with multiple albums with 80 or more on metacritic (back when poptimism wasn't a thing), so she is the obvious choice. Kylie and Britney are more or singles artists. The only dud in Madonna's discography during this time, Hard Candy, is still better and was better received (including 3 Grammy nominations, more than any other album by either Kylie and Britney) than the duds by the other two (arguably Circus and Body Language).
