Why would she tease visuals, then 3 years later say "the music is enough". She tried to make the visuals work and probably sent it back to Nadia to fix multiple times and it wasn't working out, used what footage looked good for ads and interludes and called it a wrap.

The creation of film and the creation of music are much different processes. A Beyoncé film literally cost tens of millions, especially considering they went into post-production.
