Personally I think she declined performing at least once. Janet was always shut out of the major categories aside from Control being nominated for Album of the Year.

 

Rhythm Nation missing out on an AOTY nomination was especially a crime. It was likely because the album was eligible for the 1990 Grammys and not the following year. Since majority of the era occurred way after the deadline it killed it's chances imo. If the album was released a couple weeks later and instead eligible for the 1991 ceremony I think it would've grabbed an AOTY nom and we would've got another iconic performance.
