Yeah ever. But also note that despite this, the album only went #3 because pure sales are a lot stronger in Germany than they are in the States.

The #1 album was by a local rapper with huge streams

Both are. Plus local artists (especially rappers and Schlager artists) nowadays more than often sell expensive box sets and accessories to secure that #1 position. Of course artists who mainly excel in streaming suffer a big disadvantage. A pretty outdated measure compared to the rest of the world but probably still the most accurate for Germany.
