As far as being flawed, most cases it is people who gain citizenship and fail to inform the SSA of their change of status. Since Social Security is available no matter your immigration status, many people don't think they have to tell the SSA they are now citizens. Also, those politicians that are now anti-data center are also probably in with the NIMBY voters who aren't all that accepting of affordable housing being built around them either. And, for many in the trades, 3 month of job may be all they get for the year in their trade. Most trade people I know work other jobs just to pay the bills and the data center job may be a house down payment, a first in years vacation and/or their kids college fund.
