The reason the sb half-time show is a thing is because american football games last forever and have a gazillion of breaks where the lucrative ads paying for the whole thing can be played. Soccer games on the other hand usually have one single break (unless they go into overtime). So for the finale, i don't see any broadcaster giving up that valuable timeslot (for ads but also for some sport analysis) for some variety show. They will just skip it entirely. Also the superbowl has one main broadcaster over its major market while the world cup is broadcasted by a myriad of tv channels around the world who don't necessary care about some western pop star(s). Besides, Fifa already has a great avenue for pop music at the world cup: the theme song that is usually played during the opening ceremony. The likes of Shakira or Ricky Martin even made a career out of it. This works quite well because it's usually some new music (sometimes there is even a whole Fifa album and a competing theme song from the sponsors) with it own promo. Broadcasters usually play it as a jingle so it gets free promo.
