Respectfully, the tone of your intro is coming off very condescending and it’s not necessary. There is nothing wrong with someone “pitching” an idea for a rate. Sometimes people have bad ideas, or grandiose ones that won’t be seen to completion, thereby wasting everyone’s time. The reason for moderator involvement at all is because there needed to be some oversight process as before that it was chaotic. You might not like how it’s done because of your perception, but that is not always reality.
