I understand using the 60s (60-69) -for example- as decade, but 9 years is definitely not one, by definition. Nothing to look up.

This is all I mean by my comment. Not surprised, but feels weird when all those other songs dominated in all senses of the word. It just didn't feel as omnipresent at the time.

Again, any 10 year period is a decade, that's correct. The 70s - a decade, just not the ordinal one. 9 years - not a decade. Simple as that.

This is correct. Similarly, I saw something on wikipedia that said the millennium began in 2001, not 2000.

In what world does GLY deserve a top 5 placement? Especially among decade classics like RITD and STIUTK.
