They should keep three tiers, but at a lower price -- 39 cents, 69 cents, and 99 cents.  99 cents should be the power songs, 69 cents would be a first-level discount, and 39 cents would be a deep discount.  And, as someone else said, bring back the page dedicated to songs that are either somewhat or deeply discounted 

Drake is #13 on iTunes as of like an hour ago, FYI.
