I like Beyoncé, but outside of her immediate fanbase, a lot of the worship around her felt pretty surface level. She capitalised on the "independent Black woman" image during the 2013 era and then the BLM wave from 2016 onward. A lot of white women almost seemed guilty if they didn't call her a "Kween." The difference is that people genuinely know Rihanna's music, even outside her fanbase. When you're talking about commercial and cultural success, there has to be some universal connection for one artist to really edge the other, and I think Rihanna has that more naturally. Rihanna's Topman t-shirt had more genuine cultural impact than anything Beyoncé has done. Not to mention everyone in Europe dying their hair red after she did.
