We'll see, but I'd say yes. 

 

The Only Love Tour had like two dates that struggled to sell (out of 30). Biggest venues were 5-6k in DC, LA, NY which were all sold out. That was just the hardcore fans, as Gag Order made no noise whatsoever and was sabotaged by RCA.

 

With a long and strong album campaign (that Crush has been delivering so far), good opening acts (as @austinsuxx hinted at) and a focus on hits (as the apparent tour title suggests), it should be doable.

 

An all-arena tour would probably be too ambitious, but I do believe she has a chance of selling out these venues in LA, NYC, DC.

 

I think it's the right move to test the waters with some bigger venues. It's what fans have wanted for a long time and it makes sense based on the track record of her previous tours.

 

Even if it doesn't completely work out, it's good that Crush is trying at least because it helps finding out how big her demand truly is (something her previous team never cared about).
