The song was never the problem. Videos had an impact for her at the time and the lyric video having a lot more views than the main one will tell why this flopped 

this song is TRUE pop perfection! in her top 3 best singles imo, with Teenage Dream and Wide Awake 

 

the video was god awful, and I abhorred the cringy ass bar mitzvah DJ persona she put on. teenage Joe was so upset about that lmaooo 

 

but anyway, great song which has aged fantastically! whenever I hear Sugar I get so upset cause that song is literally if you took this song and drained it of its personality and energy. I will never understand how that song smashed and this one flopped  I guess the video had a major role in that, but still it feels wild to me
