It didn't flop but it was an underperformance. Nowadays a tour success isn't correlated to the success of a current era (album and singles) which it have been like that for over a decade for the legacy acts but thanks to the streaming era this same time of occurance translated to younger acts who were able to built a brand, a tour success is more about the past hits with the name brand, the fanbase that has been built, and/or good touring reputation (good quality / entertaining / touching shows) sometimes only being very strong in one of those three categories it's necessary for a tour success, we have seen it plenty of times with older music acts where they strugle to chart in the singles chart or don't chart at all, their albums only last less than 4 weeks in the album charts, but the tour ends being a success due to the previously mentioned factors.
