A LOT of songs that get called global smashes here are only really big in the anglosphere and maaaybe a few other european countries sometimes, while being unknown in Latin America/Asia which are huge markets. Not the case with Gaga's global smashes such as Bad Romance, Poker Face, Shallow and Die With a Smile, these are actually known in every corner of the globe.

I think her Grammy submissions should be Album - AOTY, Pop Vocal The Cure - SOTY, Music Video Drop Dead - ROTY Stupid Song - Pop Solo What's Wrong With Me - Pop Duo There's probably a good chance they submit DD for both ROTY and Pop Solo tho, but it would be nice to have all singles recognized in some way

It's not really fraud as in the acts/labels themselves buying it, it's just a relatively small, very obsessed and dedicated fanbase organizing to get them to the top. K-pop fan bases also see a lot of worth on "proving" that their favourite act is popular in the US for some reason, they don't put as much effort on other western markets.

When people say she's kinda local is not in the sense that she's literally unknown outside the US but that the majority of her success comes from there. She's had one truly huge global era with Music Box that solidified her name everywhere, but her peers are far bigger overall in places like Europe and LATAM.

These are the things keeping the vast majority of artists afloat, including Madonna for the most part of her career. When it doesn't work and the end result is the album barely charting for a month, they get rightfully called a failure, and sadly for you that's the case with Confessions II.
