Artists' IFPI list is how many units the artist sold that year. The Beatles and Queen being there should give you a clue as to what they're measuring and why Taylor is #1. Also, since it's calendar-year it also heavily depends on who released and when they released. For instance, at that point, Billie had 1 LP out in her entire career, the fact that she made it to #4 with one LP (that didn't even have a full tracking year in 2019) is incredible and shows that she was, indeed, outselling Taylor. Which you can easily see:

Lover (2019): 7.6M CSPC (last updated 05/21)

 

I don't think "outselling" even covers it. WWAFAWDWG has probably doubled Lover by now. Both albums released the same year. But Lover was Taylor's seventh studio album. Her back catalogue selling even slightly well would put her above anyone with 1 LP out. It's basic math. We know Taylor's back catalogue has sold and still does sell well. That doesn't mean she's selling at that level now and that new artists aren't outselling her new projects, which is what I'm saying...

 

You use CSPC when it's convenient for you, IFPI pure sales when it's convenient for you, IFPI artists' chart when it's convenient for you, and so forth (never global all formats, for some strange reason). It's never consistent what kind of receipts you use because you bend and twist to whatever fits your argument that day.

 

The argument here is: multiple artists nowadays are currently aka with their current projects outselling Taylor Swift, who is still currently putting out music, in her current projects. It's impressive she's lasted this long into her career and that her back catalogue did so well, of course, but she doesn't get a pass at contemporary scrutiny because of it.
