That is a reference to the Tower of Babel in the Bible.

The Tower of Babel was being built in Babylon to let people reach the heavens. God did not like this so he made everyone that work on the project start speaking different languages so the tower could not be completed.

In the Bible, the construction of the Tower of Babel is a creation story to explain multilingualism. All speaking a single language, the Babylonians hoped to build a city and tower tall enough to reached heaven. God felt as though the Babylonians building a tower to heaven would essentially mean they were capable of doing anything, thus becomes “gods” in itself. 

 

In the Bible’s Tower of Babel story, the citizens of the ancient city of Babylon were unable to understand each other after God changed their languages, creating chaos and miscommunication. A homophone for the name of the city, “babble on” is thus an adequate phrase to represent the meaningless, incoherent type of communication happening in the Tower of Babel narrative.

Gaga therefore contextualizes gossip as both an evil thing and a dysfunctional form of communication. Celebrities—artists, particularly—are subject to loads of toxic gossip throughout their time in fame. Gaga herself has battled gossipy rumors about anything from her romances to her gender identity to her use of imagery.

 

Gaga shouts out BloodPop®, one of the main producers of Chromatica: under his watch, the tower is built, just like how the album is constructed.
