The track has 919 million, but the SONG (combining all track versions) indeed has 1 billion. 

 

It's like saying Old Town Road & Old Town Road Remix are two different songs.

Many songs on Spotify have the streams of their remixes directly included/combined into the streams of the original version (e.g. Beyoncé's Blow & Ariana's 7 Rings). Rihanna's label just chose not to do that (for Work). Which doesn't take away the fact that the song "Work" has 1 Billion total streams from all its official versions on Spotify. Matter of fact, those remixes count towards the RIAA certification of "Work".
