Well, in the case of this, Welcome to Hollywood was originally a Jay-Z song featured on his album he released a month or so after B'Day, and it featured Bey. She then adopted it for the deluxe and flipped it to where he was the featured artist by adding more of her vocals. So the version they just released is like more of a balanced mix between the two versions. As for Check on It, Slim Thug was always the only featured artist for the single release and the version on the DC Greatest Hits. Bun B was added only for the MV. At some point, though, they gave that version a release to streaming and I'm not sure why.

You really think anyone in the industry is going to touch him with a 10-foot pole after that? That's literally what his (and Nicki's) gripe is: weaponizing his massive influence behind the scenes to destroy them silently. Why breathe more life into it publicly and make it a thing, when you can just clip the bud from its roots, while leaving them both looking like buffoons spewing nonsense at no one? Not saying that this was something he was making a practice of before, but he has a hell of a lot of incentive to do it now.
