That's not how stuff should be counted. The album certifications already include the streams/sales from all the tracks and an album unit is not equivalent to a track unit. You should only compare album to album. 21 is at least 5 times more successful than Dua Lipa in the UK.

Stans don't argue about it because it's not an award for people with stans, it's most for politician. Time POTY is obviously a much bigger deal than a Grammy or an Oscar. It's closer to a Peace Nobel Prize than to those. Elon Musk is an extremely impactful person and was widely admired by most of the world in 2021.
