Nah this isn't a sample. Just because the synth is very similar it doesn't make it a sample. The melodies are totally different to MHATL.

It's only popular because people love Insomnia.

It's a bit sad this didn't do anything chartwise. But it seems Danny L Harle is just way too much of an underground artists for that.
