Xtina's first single didn't even chart on any charts until she went on the Britney route with Genie, let's not. 

The answer you were looking for is Britney. A few songs off her 3rd album didn't chart.

Britney got her 1st Bubbling Under “hit” on her 2nd album. There has to be other artists that got 1 quicker.

Billie Eilish whose 2020 collab with megastar ROSALIA peaked at #1 on the bubbling under despite having all a mv, a TTH residency, and push from the viral series Euphoria as it was on their soundtrack. This mega tank just a YEAR after her peak era

Taylor got her first bubbling under hit from her first album (I'm Only Me When I'm With You) but it wasn't a single, so that's actually really impressive that an album track managed to chart back then.

i can't think of anyone that was like N/A their whole career only to have a #1 later on, if that's what you mean? the closest i could think of was Mariah. Charm singles were like #89 and N/A, N/A. then she returned with a #1 + song of the decade.

Reflection wasn’t a pop radio single though and more importantly it wouldn’t have been able to chart because it had no commercial release and back when Reflection came out in Mid 98, The Billboard Rules at the time stated that only songs with commercial releases could chart. So even many huge pop radio hits at the time never cheated on The Hot 100 because they lacked a commercial release 

 

Theres a difference between a song not being allowed to chart and a song like those Britney flops being allowed to chart but failing to chart
