Maybe Taylor is releasing on 08/25, so 17th week was already not going to happen, and that's why they, at least, want to assure the 16th one with a discount of both versions.

Yes... I'm confident that if she's not releasing on the 25th, they will keep both versions discounted. The song will be nominated for Song Of The Summer at the VMAs, so even if it's not performed, it'll get a small boost from the award, either way.

Considering Despacito's second version lost 2% since the GMA performance yesterday, it didn't really need to make up anything at all.

Nope, since "Despacito" is still outselling it in it's 16th week atop HDS and WT is still not going #1 this week or the next one on the Hot100.
