First, HDD doesn't have access to filtered streams from each country; they take the total and convert it according to the RIAA rules. We know that each country has its own methodology for converting streams into units; not all use the 1,500/1 conversion US + UK + Japan represent 67% of the music market, according to the IFPI. So it's illogical to think that Taylor would make up the sales gap to reach Madonna's total, if with her sales in the US + UK + Japan (the largest music markets), Taylor wouldn't yet reach Madonna's total worldwide.
