She’s always working on music no doubt, I’m sure she enters the studio at least once every two weeks or goes to bloodpop/whoever else’s house and they make something. The thing is Gaga doesn’t have Interscope up her back anymore because she’s already too successful for them to boss her around. Back when she was doing ARTPOP the label gave her a deadline, and I’m sure they pushed her to start the rollout as soon as her hip healed. I think defiance is what motivates Gaga, because when interscope denied her of releasing Burqa, she leaked it herself. When her old manager left her & ARTPOP was getting dragged, she went back to her jazz roots to find herself again. But I think she’s at a point where she doesn’t want to have to feel broken or lost to find motivation bc it’s too traumatizing at this point. I noticed that when ASIB gave her depression/a feeling of brokenness, it motivated chromatica to finally happen. Chances are that Joker 2 didn’t really break her or depress her, so it probably didn’t motivate new music. We can argue that the darkness of the role motivated new music, but last time she was motivated by a dark role (AHS) nothing came out of it. It wasn’t until she depressed herself with her family story/her aunt/her best friend’s passing that she pushed out Joanne. She’s in a great place rn, she doesn’t really have anyone telling her ‘no’ these days, that she can’t do this or that etc so she’s comfortable. And she deserves to be comfortable tbh, she’s working very hard as it is.

Agreed, the ARTPOP era was so heavily promoted, people just think she left it to die bc it was low key frontloaded. Promo was from August 2013 to March 2014, which included TONS of performances but the lack of a second music video between that time span was painful the DWUW leaks alone was an iconic mess though- technically we got the second video.
