I remember reading that it used to be more common in the UK but when the NHS was introduced, routine infant circumcision wasn't covered as a free procedure so people stopped doing it as much. 1

I think the US is rare in the sense that they don't have a predominantly Muslim or Jewish population, but circumcision is still very widespread.
