You could do what I did and buy an iTunes gift card from France (or the country that has what you want) and make an apple France account - all you have to do is find the cards from the region you want to buy from - you can get around the credit card issue this way. I have like 10 different apple accounts with different emails so I can log in and buy off Euro iTunes pretty easily as someone from the USA
