I think Brit is a bigger celebrity but in terms of music, Shakira is more relevant in most places in the world.

The obvious answer is Shakira, she had two top 10 hits in the US this year, is the most viewed female artist of the year, had three back to back top 10 hits on Spotify Global(two of which hit #1). Shakira also is gaining new fans and she's still very likable.

 

I LOVE Britney, but i see more and more people become worried for her instead of wanting to support her work, mainly due to her instagram and sometimes borderline creepy dance video's. Also, her Will.i.Am collab was beyond disgusting and a massive bomb.
