Rihanna is not even remotely close of being one of the best in anything she tries to do, incluiding vocals

so the answer is yes, Rihanna is a black artist and she gets away with mediocrity much more than Mrs. Swift

There was a point when Rihanna was better than Taylor, but in 2023 (and for a while now), Taylor has been a better vocalist than Rihanna.

 

As far as the title, there's been artists like Ciara who had a solid career for a while. SZA is not a particularly great singer either (though, to be fair, I think she is better than Taylor).
