I guess the week before (October 25) would be best to sustain that boost going into the second week but a Halloween midnight drop would be an all out assault.

Look at all the big releases of this year. Once they are out, it's mostly over. (BRAT is probably the only exception, but its success is niche.) Releasing an "Halloween album" when Halloween is over is just... questionable? Building on the Halloween hype and the FaD release is way better than releasing the day of. No one will stop their party plans to listen to Gaga, and once Halloween is over, Christmas songs will take over the charts anyway
