Didn't you know the source of all middle eastern problems is the US? There's no Sunni/Shia fragmentation. The Iranian revolution was one of freedom. Yes Congress is important, they can declare war and the last time they did that was 1942. The President is commander in chief and can deploy American forces abroad and commit them to military operations.
