Don't Speak sold 10M copies of Tragic Kingdom... It would've reached #1 on Hot 100 if a physical release had taken place. But the album wouldn't have done as well.

Yes. With 1 million cassette and CD singles, Don't Speak would've gone to #1. I can't think of any #1s from that period that didn't at least go Platinum, though (Madonna's) Take A Bow and Kiss From A Rose hit #1 by just going Gold early in 1995.
