Well, yes, that's A.G. Cook, but The E.N.D. is inspired by electro-pop, house, dance, French house, EDM and the list goes on. 

Hyperpop wasn't really a thing until the mid-2010s. I know that many 2000s artists were arguably inspirations, but this song in particular feels more like an electro-pop/French house hybrid. I wouldn't call it an early example of hyperpop specifically, though it's definitely an influential track.

Hyperpop is indeed a fusion of multiple genres, but I wouldn't consider this an early example of it. Can you give me an example of a track that is heavily inspired by this song, both sonically and aesthetically? The synths and basslines are very reminiscent of Daft Punk and that classic French electronic sound. I haven't heard any hyperpop-adjacent tracks that really incorporate this sound specifically. I'd say The Beginning is closer to hyperpop.

Just because a song has influences that aren't frequent in hyperpop, doesn't mean it isn't hyperpop. That goes for any genre. For example, Britney's Toxic features Bollywood strings, but it's still a pop song despite Bollywood influences not being present in the majority of pop hits. 
 

We might just have to agree to disagree on this one, but there are so many hyperpop tropes present in Rock That Body, from the balls-to-the-wall, everything-but-the-kitchen sink production, the emphasis of robotic AutoTune on Fergie's voice to make her sound more girlish and overexaggerate femininity, stuttering and highly processed vocals elsewhere in the song, thematically the song is about dancing/partying. It was hyperpop before we called it that. The E.N.D. as a whole is absolutely a hyperpop album from how I interpret it.

Oh, one of their best body of work!! The album was ahead of its time.

It's kind of funny maximalist pop is consumed so much through the lens of Y2K nostalgia going viral and tiktok showing appreciation for the times of recession pop  but very few mainstream 20's acts that actually try to capitalize on it and release this kind of music score any hits at all. Maybe a few years down the line towards the end of the decade?
