They do have recurrent rules. 

-- Older songs from years ago cannot chart even with enough streams, they said Linkin Park's "In the End" still gets around 1.4m streams weekly. 

-- Once a song has charted for a long time, they remove it. One Dance was removed at #1, after spending 16 weeks #1.
 

 

To be more precise they remove songs with 16+ weeks on the chart that are decreasing. Of course, that doesn't mean they stop getting spins. Just means they don't show on the chart

judging by those numbers, it's really not that far behind Spotify in terms of plays (the #8 song getting 4 million...that's only a little less than spotifys #8 song). But when they talk about market share and whatnot, it's never brought up. I wonder if BB counts pandora plays the same as a Spotify play

Pandora doesn't count as on-demand streaming, so it's not factored into the HDD chart. Billboard classifies it as "programmed streaming—" in other words, a sort of hybrid of ODS and radio.

No. YouTube streams count as video streaming. Billboard has said that they weigh programmed streaming less than on-demand and video streaming, but (as is expected) haven't said anything regarding the magnitude of the difference.

Pandora should give songs 26 weeks before retiring them, and at the bare minimum 20 weeks. 16 weeks isn't even 4 months (17-18 weeks). That's becoming a pet peeve regarding Pandora's chart, even if the songs are still credited for the streams.
