Rihanna was known for underwhelming debuts. Unapologetic was her first #1 album, after 6 other albums, and the units were also subpar. Anti is her only release in the streaming era so I can't make a direct comparison but I remember its Spotify debut wasn't all that either. She's just always had insane longevity FN being Dua's Good Girl Gone Bad and RO being her RR still makes sense for the most part. 2
