Not if enemy combatants are in the area. In past wars, governments choose to not defend urban areas to spare the populations. In WW2 France didn't defend Paris, so the Germans were able to just drive in leave a small contingent and continue to attack the French defenses south of the city. This saved the city considerable death and devastation. Unfortunately Palestinian President Abbas has no control over the Hamas fighters. 3 2
