Most of the time it's not the company the problem but their personal managers for example there was the same situation with Monsta X, IVE, WJSN, Cravity. 

 

Monsta X manager hate celebrations and party, plus the fact that Monbebes knows him he had to be included to every birthday and events. So they had little parties.

 

The WJSN manager didn't spent much for birthday cakes or decorations but used the budget to give expensive gifts to the members.

 

Cravity manager lives for the cameras so he'll do the most in decorations.

 

IVE manager simply doesn't have the time for those thing, Most of the times.
