The concern is not so much the aspect of collateral casualties, but Russia escalating to the next level. Russia used them because retaliation in kind was beyond the ability of the Ukrainians to accomplish. Now they can, so Russia may look to escalate.

cluster bombs? This is gonna get a lot uglier (and it's already ugly AF). 

Praying for the civilians on both sides here...they will pay the price for Russia's horrible invasion
