Why didn't "Flowers" give Miley Cyrus' career a new momentum boost?

She barely promoted the rest of the singles if I can recall. I'm surprised none of the songs on ESV took off considering how bland and appealing it is to Adult Contemporary Radio. 
 

The songs from her new album is a step up from ESV but the promo is all over the place. 
 

She should really host her own variety/late night talk show. Her music is very hit or miss but she's at least one of the few charming celebs in pop music rn.

to be fair the only good single she released post Flowers was River, and Flowers was too big at the time (see: Rih's We Found Love cannibalized Cheers and You da One for example)

She wasted her hype with bad single choices and let's be honest, she doesn't look like she's chasing hits considering her lack of engament during both eras

Belive the album sold 10M WW and 4M in the US. Also Strong Enough was a hit following Believe. ESV album was a total flop.

Strong Enough peaked at #57 on the Hot 100. EVS had Jaded (#56), River (#32) and Used to Be Young (#8), received an Album Of The Year nomination and sold 4 million units worldwide, in the same range of albums like Chromatica or Joanne. It wasn't a smash but it's not a "total flop" either.

 

OT: To be fair, "Flowers" did leave a lasting impact on Miley's career - it's her most global hit ever and she will forever be referred to as a multiple-time Grammy winning artist thanks to that song :michael:  it did what it had to do.

There was no meaningful follow-up single on the album. Sabrina Carpenter pulled off what Miley sought to do.

She wasted the momentum releasing the big mess that is Doctor. I really thought this new album would be a new peak for her.

It peaked in top 10 in many countries, it was a global hit. Can't say the same to Jaded and River:rip:
