There are loads of artists who sold over 10m albums in the US or Europe, as a comparison, in Asia, only 14 Western artists have managed to sell 10 million copies or more.

As I've gathered a lot of information on chartmasters, these artists are shown below:

Most Asian markets broke down since 2000(except Japan), so that's the reason.

Also this is pure sales only so no streaming era artist would have a chance at all. Digital sales also were never huge in Asia.

It's stupid and wrong because Taylor objectively sold more than 10M copies in Asia. Her digital album sales in China alone are at 8.6M+.
