The difference comes from having released less albums during the calendar year and from touring less in the US during that calendar year. TTPD itself is on track to be one of her most successful releases ever in the US. 2

She toured in the US last year, released 2 Taylor's versions, Midnights was brand new and Cruel Summer was smashing. It's actually really impressive that she matched that number. 1
