I didn't expect her to be on the list. But not even on the honourable mention list is weird. She outsold some people there. I mean, Ke$ha is there too and she has like one mid huge era  . And also there are Cardi B, Doja Cat, Olivia, who i don't think bigger than Norah commercially and culturally during their peaks. The criteria is weird.

Biggest does not and has never meant GREATEST.

 

Greatest is not going to be about who has sold the most amount because some artists have clear advantages over others and will always have them by virtue of being unpolarizing in their art, more focused on commercial success, being born white and and and  and

 

This list is about who is objectively the BEST popstar of our time and nobody who watches what Beyonce did at Coachella is going to think that's less impressive than selling a lot of records. 

 

Again McDonald's might sell a lot of burgers but it doesn't mean anyone is going to place it above gourmet restaurants in terms of quality and excellence. Unless of course you're a 12 year old girl who cares more about the happy meal toy attached to the burger than the food you're consuming.

only objective things are those that can be measured and compared, which are sales, streams, social media engagement etc. cultural impact is by no means measurable, because how do you measure the impact of coachella performance compared to superbowl performance? it's all subjective and based on individual measures

This list is not mean to be objective though. It's the opinion of Billboard's staff, they're not trying to play oracle. But it's obvious this list is taking more into account than just sales and streams, they publish weekly charts for that.
