Greatest is not going to be about who has sold the most amount because some artists have clear advantages over others and will always have them by virtue of being unpolarizing in their art, more focused on commercial success, being born white and and and and This list is about who is objectively the BEST popstar of our time and nobody who watches what Beyonce did at Coachella is going to think that's less impressive than selling a lot of records. Again McDonald's might sell a lot of burgers but it doesn't mean anyone is going to place it above gourmet restaurants in terms of quality and excellence. It's the opinion of Billboard's staff, they're not trying to play oracle. But it's obvious this list is taking more into account than just sales and streams, they publish weekly charts for that. 1
