She was very consistent last decade and is still huge amongst Gen Z and some millennials(moreso than some of the other girls people are listing). 2 1

Not like Ariana and Justin are not incredibly big and successful acts. But the list does take into consideration the celebrity element, the prolificness, public image, branding, pop star appeal, pop culture impact/integrity/presence, fanbase, and such other factors.
