Madonna (and previously, the Rolling Stones) made the economy of the city soar, hotels reservations at max capacity etc etc. She was THE event of the year. People travelled from all parts of the world to Rio just to see her. It's free because you're not paying for a ticket but u best belive that a lot of non locals spent a lot on this.
