The plates weren't covered afterwards. It's a new law so likely was some miscommunciation. It's not a big deal. For why, to try to prevent people from tracking which car Taylor was in to prevent an attack.

In case you didn’t know it only took weeks between the LA dates and Mexico City dates, it wasn’t that complicated to bring the show in Mexico Mexico is part of North America in case you didn’t go to school
