Peak doesn't mean anything, all those songs are still bigger than Flowers. People thought Flowers can match As It Was but it seems the song has run of gas and even doing lower than Anti-Hero right now.

Flowers initially but anti-hero will be bigger in the long run somehow

Flowers was much bigger, a huge smash, but seems like it kind of came and went tbh. 
 

Anti Hero is quite timeless lyrically and production wise so I suspect it will endure

As of right now in 2023 - Flowers. 
but I think it will change in a few years
